On March 14, 2025, over a hundred indigenous people gathered to witness the historical Proclamation and Oath of Office of the Mt. Mayapay KKK Watchman Council of Elders and the Konseho Asaytona Clan Manobo Lapaknon Higaonon Tribe Watchman Council of Elders. This significant event highlighted the recognition of the tribe’s customary self-governance, self-sovereignty, and cultural heritage, which have been upheld by the community since time immemorial.
The event was supported by aspirant Senat #15Allen A. Capuyan, former Chairperson of the National Commission on Indigenous Peoples (NCIP), Bai Libun Labé Diamante Fraidelyn Samal Dani, Chieftain 16 Clan Blaan Tribe/Chief Director of 16 Clan Blaan Tribe Watchman Council of Elders Customary Self-Governance Self-Government Self Sovereignty Since Time Immemorial/General Secretary of Perlas ng Silangan/Royal Envoy NCIP-United Nations and the Philippine National Police (PNP) Caraga Region 13. The gathering marks a pivotal step in empowering indigenous communities and securing their rights to self-determination.
The Proclamation and Oath of Office were led by Chaplain Frederick Bincal Berry, Prime Minister of Perlas ng Silangan, who officiated the ceremony and underscored the importance of recognizing the indigenous people’s right to govern themselves in line with their customs and traditions.
This historic event serves as a testament to the resilience and unity of the indigenous communities in Mt. Mayapay and surrounding areas, further solidifying their commitment to preserving their ancestral land, culture, and way of life for generations to come.
